Phillip is a hybrid organizer, intergovernmental relations, and policy professional in city executive government. He focuses on community engagement and partnerships, creating strategic initiatives and campaigns, policy at the intersections of data/technology, accountability, transparency, and human rights.

Phillip has deep expertise in both external facing and internal cross-functional collaboration capacities. He has  experiences across innovation and technology, entrepreneurship, education/workforce development, venture philanthropy, and politics.

Phillip holds a Bachelor of Arts in Africana Studies and History, with a Minor in Entrepreneurial Leadership from Tufts University.
